could be, the crinkly  edges of a succulent plant leaf with browning hairs on the top end and 
some edges would certainly point us to this diagnosis, BUT
BUT
MY BUT is this:
never seen spine like projections on the under-surface of the leaves in this plant before, have seen a few.

Since this seems to be indoors, may not be a stress response by the plant.
wonder what is it due to?

osrmay it is a different plant altogether.

and did it ever flower?
any pictures of it flowering?

scroll down about 35% into the page, anf this is what Dr Stein 
( he is a dentist in southern california, writes for daves garden.. and owns a lot of succulents.)

and i quote
" Kalanchoe ‘Fang' is a Kalanchoe beharensis hybrid (possibly 
with K. tomentosa, some claim?) that is a much shorter plant, and certainly
 a less vigorous grower, but a common one in cultivation.This plant has heavy, 
succulent very fuzzy leaves with teeth-like knobs 
over the leaf surface (the "‘fangs," perhaps?) " end quote...

may be best written as

I have seen an alternate: Kalanchoe beharensis 'Fang'.
