I think this must be a form of Primula capitata. It is very wet and bedraggled in the monsoon!. The only subspecies mentioned for Nepal is the type subspecies capitata which is not well known and is rarely seen in cultivation. This seems to answer the description of that subspecies.SincerelyJohn Richards
This looks to be Primula denticulata.
