This is a species of Allamanda species ( double flowered) , mostly Allamanda cathartica yellow variety.

This should be Allamanda cathartica L. (*For flower morphology doubts check its synonym as Allamanda cathartica  var. williamsii (auct.) L.H.Bailey).
