Id confirmation is it Vitex? and which species

Habit-  Small tree to a large shrub
looks like Vitex sp.,trippinate compound leaves with serrate margins. Difficult to identify the species as the plant was not in blossom stage
Habitat- wild
Location- Solan, H.P

I too strongly think it to be Vitex negundo.
