In-Tools and running heads

Is there an alternative to In-Tools for running heads in CC2017? The last update for In-Tools appear to go back to CC2015.

We need to show on the right-hand page the section number in effect on the first line of the left-hand page followed (if it is not the same) by a hyphen and the number in effect on the last line of the right-hand page. A really simple, basic, fundamental set-up, but apparently not simple enough for ID to handle on its own.

Any help gratefully received.
