More forms to plural phrase function

In-Portal getPluralPhrase function, that allows to display proper phrase based on displayed number. For example "1 user", "2 users", "5 users".

Right now it supports 3 different forms.

I propose to add 2 missing forms (for "3 users" and for "4 users"), which will fallback to "2 users" form, when not specified.

Ready for testing.
