Primary e-mail event design (former footer) always used instead of design on correct langauge

In 5.2.0 we've introduced feature to send e-mails to a user on his proffered language (see http://tracker.in-portal.org/view.php?id=929) no matter from where e-mail is sent (front-end/admin/cron) and what language was on the site when e-mail was sent.

It looks like e-mail event design (former COMMON.FOOTER e-mail event) is always used from primary language no matter what user preferred language is.


Ready for testing. 

P.S.

Really easy to test what is sent out from website with all e-mail texts stored completely in e-mail event log (one of another improvements in 5.2.0-B3).
