Broken URL Caching Mechanisms with Memcache disabled [5.2.0-B3]

Hi,

We have discovered new issue - URL Caching Mechanisms are broken when Memcache is OFF.

There are at least 2 cases where this can be replicated:

1. In Navigation bar (ie. Advanced theme) - go 2 levels deep and try going 1 level up - it takes you to the home page

2. Can't go into sub-sections on the list - it takes you to the home page (see attachment)

New task (for In-Portal 5.2.0-RC1) created:
