Catalog "Up" and "Home" buttons are not enabled/disabled in time

Toolbar buttons "Up" (Goes one section/category up) and "Home" (goes to home section/category) can be used to quickly navigate through catalog (in "Structure & Data" section).

When administrator have reached Home category, then both toolbar buttons became disabled.

Recently I've noticed that buttons become disabled only, when "Sections" tab is selected. So when they are disabled go to "Links" tab and into some deep section/category. The buttons are still disabled.

Additionally what happens is that when you go into 2nd or 3rd level section, then select Links (or Articles) tab and try going up by the structure using the UP button it will NEVER become disable even after you have reached the TOP level.
