Installation of 5.1.3-RC2 fails after "Select Modules" step

I'm getting "restricted access!" message after selecting a modules on In-Portal 5.1.3-RC2 installation. It seems, that In-Portal 5.1.3-RC1 installation had no problems.

This happened because of changes in http://tracker.in-portal.org/view.php?id=1095 task. Actually somebody should at least test clean install & upgrade
