Debugger report is opened at wrong scroll position

Debugger report usually is opened scrolled to top, but when fatal error happens it's automatically scrolled to show it.

For some reason it now always thinks, that error has happened.

Bug created during refactoring in @15130 revision (see http://tracker.in-portal.org/plugin.php?page=Source/view&id=18424).
