Infinite loop, when attempting to create a category item without images entity

I've tried to create a new module with a category item in it. That category item only has General tab and can be of course added to a categories.

However it doesn't have "Images" tab on it's editing screen and all related functionality.

At the end I've got infinite loop when attempting to rebuild unit config cache.

Ready for testing.
