Sections "Site Domains" and "Countries & States" are not visible after default installation on 5.1.2

I've noticed that, when admin user (not root) loggs in after default In-Portal 5.1.2 installation, then:
  • Site Domains
  • Countries & States
are not visible.

may it's a bug, but being available only to root user make sense for me.

Idea with default installation is to make all sections available to a root user also available to any admin user he creates.

Then he can tune-in permissions if there is a need.

yes, I agree, then you mean permissions are missing for these menus... but isn't something needed to be changed so often? I don't think so.

We usually enable all sections by default. I guess that 2 sections was added in a hurry before 5.0.0 version release and we just forgot to set them.

I feel dumb: in 513 I'm not able to find where do we setup admin permissions :-/
I wanted to check about permissions status, regarding to this patch test...

Permissions in In-Portal are set for user groups. This can be done by going to "Users Management -> Groups" section and then editing a group ("admin" group usually) and going to "Permissions" tab.

I remember now that users group are not appearing by default.
