Mail to administrator for new issues

I have set, in my Improve my City options, that a new email is sent to the Administrator (and his email is set in the Note field of the category) but it doesn't work.
A new email is sent to the user that submitted the issue but NOT to the administrator. How so?
I'm going crazy, pls help.

Have a look at your mail log as a starting point. Linux: /var/log/maillog
