Random image pages

The API endpoint https://api.imgur.com/3/gallery/random/random/{page} returns "A page of random gallery images, from 0-50. Pages are regenerated every hour."

However, the output of this ( for a given page ) seems to change far more frequently than once an hour. Does anyone know the detailed behaviour of this regeneration ?

In addition, if I pull all images from all fifty pages simultaneously, and get rid of any albums that return, I get back a very significant proportion of duplicate images. Any ideas what's going on ?
