This is a wrong title or subject or headline.

It should be another way round.

For example - State XYZ is using M$ or similar software then headline should be

"XYZ is wasting 300 crore for software whereas Kerala is getting alternate software or free."

I disagree. The given headline incites others also to save. This is the positive approach of doing things.

Positive thing like freedom matches better with positive terms like saving. Lets be positive.
