Failed to connect to app server on host 'XXXX', OS err=10061

Hello ,

After installed WAS 5.1 , and start server1 successfully , then try to
Start the Snoop servlet,
I used :
http://localhost:9080/snoop

I got the page "Snoop Servlet - Request/Client Information"

but I try to :
http://localhost/snoop
then got error .

checked the http_plugin.log , there are following errors :

anyone can give a clue , what's the problem ? thanks.
