Project Manager: Promotion and Practice Handwashing Kit (INT3419)

Location: Working out of Oxfam’s Humanitarian Department, UK (subject to right to wrok in the UK)/home – based
Duration: 12 months (with possibility of extension)

Level: C2
Salary: Competitive

OXFAM PURPOSE: To work with others to overcome poverty and suffering

TEAM PURPOSE: To provide advice and support to the Humanitarian Department, Regional Management Centre and country programs to enable them to respond effectively and appropriately to humanitarian emergencies.

JOB PURPOSE: To manage the development and implementation of a hand washing hardware and behaviour change program through the use of innovative hand washing infrastructure and promotion in an emergency context.

BACKGROUND: Hand washing with soap is a critical practice to promote in emergency contexts where people are more vulnerable to disease due to unhygienic conditions, lack of access to safe water and sanitation, and overcrowding in informal settlements and camps. In IDP and refugee camps particularly, making provisions for hand washing is key to reducing many key WASH related diseases.

The project will seek to:

  • Develop a hand washing kit prototype
  • Develop a hand washing IEC strategy, materials and identify appropriate channels for delivery through formative research
  • Pilot the developed hand washing kit an IEC materials with the target population
  • Promote the use of PPHK among other non-governmental humanitarian agencies

DIMENSIONS: 

  • Line manages specialist and other staff including distance management
  • Budget holder and allocation of resources
  • Influence research and promotional strategy, ensure technical support
  • Advice and problem-solving
  • Liaise with key stakeholders
  • Contribute to operational planning, implementation and further project development
  • An understanding of the wider issues of the team members ‘professional work

KEY RESPONSIBILITIES:

People management

  • Provide effective support in selecting and including in-country pilot project staff
  • Ensure performance management systems in place with clear performance objectives and regular feedback (assessment of capacity building needs etc.)
  • Ensure effective matrix management by in-country programme manager where pilot project is implemented

 

Programme management:

  • Support in-country team to develop detailed activity plan for different project phases
  • Provide technical support and guidance for pilot project team to conduct formative research
  • Work at all stages with PPHK partner/advisory team to develop and maintain effective working mechanisms
  • Ensure that reporting system is set-up to document and capitalise project experience
  • Provide input in project evaluation (and documentation)
  • Set-up budget monitoring system

SKILLS AND COMPETENCES:

  • Graduate qualification in public health or related discipline and community based experience in one or more relevant areas (e.g. public health promotion, communication for development, formative research/monitoring and evaluation).
  • Extensive overseas experience of which a substantial part should involve recent experience of Public Health emergencies
  • Strong research and analytical skills and well developed writing skills
  • Excellent communication and interpersonal skills, sensitivity to cultural differences and the ability to work in a variety of different cultural contexts
  • Experience of task managing project team in country and at distance
  • Strong coordination skills and experience with liaising with stakeholders
  • A sound understanding of the importance of gender and participation in humanitarian work; committed to humanitarian principles
  • Fluency in English (written and spoken)
  • Ability to work effectively and independently with minimal support on research assignments in line with Terms of Reference provided

OTHER:

  • The post holder will be required to spend some time in Oxfam’s headquarters in Oxford and could fulfil some aspects of the Terms of Reference while working from home
