Making Rights Real: How do government officials see the human rights to water and sanitation?
There is an increasing willingness and demand among government and WASH sector actors to work with the human rights to water and sanitation, but for many, it is still difficult to translate the abstractness of universal human rights norms into an appropriate course of action.
The previous UN Special Rapporteur on the human rights to water and sanitation, Catarina de Albuquerque, produced a Handbook on realising the human rights to water and sanitation. This shows how the principles and provisions of human rights can be applied to the processes of planning, budgeting, delivering and monitoring water and sanitation services. The handbook contains very practical information about rights, but it is still not easily accessible to busy practitioners.
Through the coordination of the Rural Water Supply Network (RWSN) a group of organisations have come together to further communicate and disseminate the content and implications of human rights to an audience of water and sanitation practitioners. The main partners in this project are WASH United, WaterAid, Institute for Sustainable Futures (University of Technology Sydney), Unicef, RWSN and End Water Poverty:
We will develop clear, clear, concise and practical educational materials on the human rights to water and sanitation for use by government staff as duty bearers, based on the handbook content.
The project will use a creative development process to design the materials, and we are seeking to develop a reference group to provide guidance on the content and style of the material.
We are looking for people who understand the context, conditions and constraints under which most government officials in low income countries are operating, and how to communicate about the human rights to water and sanitation in a way that is relevant and applicable to their roles and responsibilities.
Therefore we are writing to ask whether you would be willing and able to contribute some time to this project. Throughout the project, we will be putting documents and surveys out for discussion and comment, and will also be looking for people to interview in more depth.

Il y a une volonté croissante et une demande de la part des gouvernements et des acteurs du secteur WASH pour travailler sur les droits humains à l’eau et à l’assainissement, mais pour de nombreuses personnes, c’est encore difficile de traduire le caractère abstrait des normes universelles des droits humains en une série d’actions appropriées.
Le précédent rapporteur spécial des Nations Unies sur le des droits humains à l’eau et à l’assainissement, Catarina de Albuquerque, a produit un manuel sur la réalisation des droits humains à l’eau et à l’assainissement. Il indique comment les principes et la provision des droits humains peut être appliqués aux processus de planification, budgétisation, fourniture et monitoring des services d’eau et d’assainissement. Le manuel contient des informations très pratiques sur les droits mais il n’est cependant pas très facile d’accès pour des praticiens occupés.
A travers la coordination du réseau “Rural Water Supply Network » (RWSN), un groupe d’organisations s’est mis ensemble pour continuer à communiquer et à disséminer le contenu et les implications des droits humains à une audience de praticiens du secteur eau et assainissement. Les principaux partenaires dans ce projet sont WASH United, WaterAid, l’Institut pour des Futurs Durables (Université de Technologie, Sydney), UNICEF, RWSN et End Water Poverty :
Sur la base du contenu du manuel, nous allons développer du matériel éducatif clair, concis et pratique sur les droits humains à l’eau et à l’assainissement à destination du staff des gouvernements en tant que personnes en charge des droits.
Le projet aura recours à un processus de développement créatif pour concevoir le matériel et nous essayons de créer un groupe de référence pour fournir des conseils sur le contenu et le style du matériel.
Nous recherchons des personnes qui comprennent le contexte, les conditions et les contraintes sous lesquelles la plupart du personnel des gouvernements des pays à bas revenu travaille et la façon de communiquer à propos des droits humains à l’eau et l’assainissement d’une manière qui soit pertinente et applicable selon leurs rôles et leurs responsabilités.
Par conséquent, nous écrivons ce message pour savoir si vous seriez intéressé et disponible pour contribuer à ce projet. Tout au long du projet, nous allons poster des documents, enquêtes et commentaires pour alimenter la discussion et nous allons aussi chercher des personnes à interviewer en profondeur.
