3.10.2 LTS release

Dear CFEngine Community,

today we release CFEngine 3.10.2 LTS, the second maintainance release in
our 3.10.x Long-Term Support branch, which is scheduled to receive updates
until December 2019. It contains only bugfixes, as seen in the changelog:
