How can I "enable" Lower Third?

I would appreciate a little help just enough to get me over this hump of not being able to enable this app.
I "added" it, but apparently that is not enough to actually enable it. I can bring up the dialog box for the app when I start a Hangout, but always get an error message that I need to enable the app. There is never visible a button that says, "enable." So there I am, not being able to use this app. I have successfully used it before, but after a long break in using Google Plus, and returning to use it again, the dialog box that has all windows turned on, and a browse window for selecting an overlay, I keep getting that mysterious error message! So what can I do to enable Lower Third once again?

Do you see those on/off switches in the app? click them :-)

Hi Moritz. On your FAQ dated 5/16/2012 I see you guys  are working on a solution for the Lower Third to be usable on the brand pages of Google Plus. I watched a HOA last week and it mentioned Lower Third is not yet available on brand pages -- is this true? What's the status of this? I'm hoping to do a rather ambitious HOA (outside of my house) on Monday 6/24/2013. The information is here: http://is.gd/AlexYong24
