From what I understand your needs are:
1) Input mechanism
2) Feedback mechanism
3) Cumulative counter
4) Data transfer mechanism

Options to realize the components we already discussed
1) a mechanical button (but weatherproof it), a knock sensor, a capacitive touch pad
2) a light (LED or COB), a buzzer (weatherproofing), a vibration motor (weatherproofing)
3) Arduino mini, ESP8266, ESP32
4) WiFi, GSM data (SIM), packet radio

Hey Kelly,

After talking about using an Arduino Uno for your project on Tuesday I remembered that we gave a workshop on getting an Arduino to make an LED turn on and off, with a time delay....flickering on and off. 
I don't know your entire project, but if that would be useful to you I can help get that going.

There isn't much of a shopping list. 
-An Arduino
-Everything else is at the space: LED, resistor, breadboard, wire

The instructions for this training are here:

By the end of it, you will understand how to get an LED or other lights to blink on and off at intervals of your choice.
