No such Gstreamer factory: videorate

Hello Guys,
i'm rajeshkumar Standalone Application developer. now
using GStreamer for all platform audio/video player and stream i just
run FakeSrcTest.java from example code run time error has throwing.

GStreamer installation problem. You must specify plugins path. Is it a windows machine?
