Notifications center settings ignored

Hello,
I am a contributor to the Vienna RSS project : https://github.com/ViennaRSS/vienna-rss/

We use Growl SDK 2.0.1 (the latest publicly available) to handle notifications and spotted a problem.
In OSX 10.9.2, without Growl installed, notifications still appear on screen even if they are deactivated in System Preferences/Notifications.

It seems to be a SDK issue, because the BeepHammer app included in the SDK download shows the same behavior.

Can you get a screenshot of what the notifications look like that are being fired?

are you sure you've set both Notification center options to their disabled states? i have been unable to replicate with beep hammer or vienna here.
