default right click behavior change in v3.32

Hi,

I noticed that in v3.32 you can now hold down the right mouse and pane the map.

However  i v3.31 and all previous versions didn't allow that! 

Is there anyway to prevent that behavior in v3.32?

Couldn't find any docs on that.
