To answer your question, there used to be a section on the Help Guide about splitting roads where this distinction was made, but I guess it was removed in the past few months for the Columbus Redux update. There is no right or wrong answer. A road marked with 4 lanes, a physical divider attribute and the appropriate turn restrictions set is functionally equivalent to a 2-lane split road. Obviously a split road is visually more accurate so
preferably you would want to draw it as a split road. There are situations, for example, where the satellite imagery is not accurate enough to draw a split road, even if there is a physical divider. in this case, a single road is drawn.
