googl earth plugin doesn't work on maps.google.com site. "IE11" "Windows 7"

The plugin is installed and works on http://www.google.com/intl/en/earth/explore/products/plugin.html page. But when the earth icon is selected, either the "download the google earth plugin" screen pops up or the load icon spins but nothing happens.
