Ability to pin and resize the variable value popup

You can get a variable's value by hovering over it when an application is paused.  It would be very helpful to be able to resize and pin this popup.  

The popup would remain pinned as long as the application is still paused and/or execution hasn't moved beyond the current breakpoint.

Sounds good.

(That popover sometimes has general usability issues, it goes away when it should not and it remains when it should not, so that would at least mitigate the former as well as add a useful feature for the normal cases)
