Devpane auto resizing mobile view to zoomed out rather than 100%

When I am using the devpane and it's taking up about half the window, it's zooming the "mobile" view out to about 67% instead of sticking to 100%. This is extremely annoying. If I change the mobile size, it keeps popping back out rather than staying on 100% as I have to keep changing it. It didn't used to do this.
