devtools/bundled/inspector.html continually launching when livereload is on

I know this is somewhat of an older post, as I see it from years ago, but I am continually getting this on the latest Canary build with Windows 10.  As long as livereload is off, it works fine and doesn't launch this blank window but with livereload on, when the page refreshes, this blank windows continues to launch.  Is there any fix for this?

Version 63.0.3206.0 (Official Build) canary (64-bit)
