Add pixel border to elements ?

I know the Web Development toolkits that come with all web browsers can
show an elements width & height but, is it possible to add a border to the
element in pixels when analyzing an element and include that when analyzing the elements height and width ?

I'm not sure if I understand the question, but you can use the element box model to edit border values.

This is available from the Styles pane on the Elements panel.
