Can't create GAM project, Tos Prompt problem

When I run "gam create project" I get stuck on the message telling me to accept the terms of service.

When I go to https://console.developers.google.com it opens up the API Manager. I never see a ToS popup. (I have created an API in this domain before, so I must have seen it in the past.)

If I go to https://console.developers.google.com/terms/universal I get a message saying "Terms of service is already accepted"

I am getting the same results on a Windows 10 x54 computer, as well as on a Xubuntu machine. I have tried Firefox as well as Chrome on both. I am a Super Admin in my domain.

No matter what I try, I press enter, it re-tries to create the project and hangs on the following:

Creating project "GAM Project"...
Checking project status...
Please go to:

https://console.developers.google.com

and accept the Terms of Service (ToS). As soon as you've accepted the ToS popup, you can return here and press enter.

Google broke/changed/fixed something last week that prevents Gam from helping you set up its authorization.
Here is the manual method for doing the same thing: https://github.com/jay0lee/GAM/wiki/CreatingClientSecretsFile
Work through it and you'll be good to go.

Hi Ross. I am having a similar problem through the console GUI: create project hangs forever...

Do you know what Google changed, and what the a working process to create a project would now be?

I haven't tried GAM yet. I'm faculty at Columbia, which runs on Google Apps, but I'm not the admin for it. I'm trying to set up Google Drive API access so I can bridge between the files stored on my account (and shared with other Columbia staff) and other parts of our processing pipeline. 

Is this a situation where GAM might work?

No, it won't. Gam is meant for G Suite admins.

Thanks for the fast reply. That's what I suspected.
Assuming I get an admin to help me, would you recommend setting things up through `gam create project`?  Or would it be sufficient for them to turn on API access ala https://support.google.com/a/answer/60757?hl=en

These are of course noob questions, but I'm a little bewildered by conflicting documentation at this point.
