OU inherits?

We have a "Staff" OU and we've created about 20 buildings under it. I want to double check that those OUs under it have the same exact services enabled. I used gam print orgs anme description parent inherit todrive and it worked beautifully. I'm wondering if "inheritanceblocked" = false means that it IS inherited from the parent OU.
Also, is there a way to get a list of all OUs and a list of what services are turned ON and OFF for each?
