Channels per instance

I would like to know if the maximum limit of channels per minute (60) is per instance or is independent of the number of instances contracted?

The quotas documented at https://cloud.google.com/appengine/docs/quotas are per application, not per instance (so, they're independent of number of instances currently alive).
