GAE Deploy - re-uploads the whole lot again

If I haven't made an app change and deployed it in approx a week, the next time I do so it re uploads the entire thing again.

It takes hours due to the size, why doesn't it just upload the changes?

Its really annoying!

It usually only deploys changes, or close to it in my experience.
