Cannot create repository for one of our apps

In Cloud Console, when we hit the button to "create a new repo", we get the error, "Failed to enable Push To Deploy."  Tried repeatedly, over many days.

This is just in one of our apps (360-video-hrd). All the others worked fine.  Checking the App Engine console, it appears that Push to Deploy is enabled.

What to check?  It appears a glitch.  Thanks
