The new incremental_rebuild does not work when version is set in app.yaml

Hi,

After a long trial and error, I found out that when version is set in app.yaml, the new incremental_rebuild does not work, resulting the same long 15 - 20 s compile time when developing with GAE Go SDK.

I'm not sure if version and application fields should be present in app.yaml or not. gcloud commands won't work with these field, but the Go SDK still uses the older approach. There seem to be inconsistencies between gcloud and dev_appserver.py in Go SDK.

I'm using 1.9.46.
