There has been a shift in Go SDK version numbers for a few months now and I was wondering which one is the version number that I should use to identify a version?

a) The one in the release notes ("Updated Go SDK to version 1.9.60.") / download page ("Version: 1.9.60 - 2017-10-25") / .zip filename ("go_appengine_sdk_windows_amd64-1.9.60.zip") ?

b) The one in the VERSION file ("release: "1.9.62"") / goroot VERSION file ("1.8.3 (appengine-1.9.62)") / goapp version output ("go version 1.8.3 (appengine-1.9.62) windows/amd64") ?
