App question

Confused about how to set up:

Have existing web app that various users log into, these users are 'clients' of our company.

For each of these clients we want to give access to download various docs in our company's Google Drive. We have separate folders for each client.

Ideas? Examples? Confused about the setup and what code we'd use. I've tried the very basic example here and was successful https://google-developers.appspot.com/drive/quickstart-php

But now I'm looking at Cloud, App Engine, various settings for SDK...
