Is data from GA based on 100% of sessions when using the Google Analytics Add-On for Sheets?

Looking at GA now in the upper right hand of the screen, it says "this report is based on 73.34% of sessions". The session & revenue numbers are different here than when looking at data pulled from the same time frame in Google Sheets.

Is the Google Sheets data reporting on 100% of sessions?

The add-on report will tell you what sample percentage (if any) the data is based on.
