[Proposal] Tagging our issues for Hactober fest

Hi all,

   Now that the Hacktober fest is on (https://hacktoberfest.digitalocean.com/), which is basically a month-long event which encourages open source participation to any open source repos.

    So, shall we tag some of our issues (which are newcomer friendly) with the Hacktoberfest tag (like how they did: https://github.com/habitat-sh/habitat/issues?q=is%3Aissue+is%3Aopen+label%3AHacktoberfest), so that Gonum gets more exposure and also, more contributors.
