github bot

hi there,

I think we could use some automated help with the PRs.

it would be great if we had a bot on github that would:

- check that the author of the PR has signed up our A+C

- check the commit message(s) follow some standard rule(s)

- merge when somebody with the commit rights says some magic phrase,

- do optionally something else.

it would be great if we could either just use some "standard" github-based tool or reuse some of the tools the Go community has setup (e.g. the github-bot that leaves under golang.org/x/build)

thoughts ?
