publish doi for repos at 1.0

I was wondering if we want to publish the packages that have reached API
stability under a doi number.

This is the first time I read about the concept and possibility of having a DOI associated with a software release, and I really like it. So, as for me, I support the idea.

spurred by CERN guys)]
