Time of day from fit files

Is there any way to get the time of day from fit files? I'm trying to track down when I was hit by a bus.

GC has ride time, and start of ride, so I can calculate the time to the nearest minute. However, this happened outside a bus depot with lots of buses, so I would like higher precision.

I've converted the .fit binary to a csv, and the timestamp I want is "868414073". However, that's not a Unix timestamp, so I'm a little stuck.

It's the number of seconds since 1989-12-31T00:00:00Z
