Include "no questions" in the issue template

I've started to think that it would be a good idea to include some sort
of warning or link to https://github.com/golang/go/wiki/Questions in the
issue template on GitHub.

Otherwise, if I'm not familiar with the project's use of the issue
tracker, I can go through the process of creating a new issue without
even noticing that I shouldn't be opening one in the first place.

Perhaps something at the beginning, like:

Please note that the Go project does not use its bug tracker for
discussion or questions: https://github.com/golang/go/wiki/Questions

This is not to say that they'll keep popping up, but hopefully at a
lower rate :)

The problem is the more warnings you add, the more text there is, and the more likely the user ignores all the text, deletes it all, and just writes in the box like they want to anyway.

I think effort would be better spent on https://github.com/golang/go/issues/11695 (bug wizard) which can be prettier and ask the right questions itself.

Then the Github issue template is just:

   Please file bugs at https://golang.org/issues/new

(we can redirect /bug to that too)
