[security] Go 1.7.6 and Go 1.8.2 pre-announcement

Hello gophers,

We plan to issue Go 1.7.6 and Go 1.8.2 on Tuesday, May 23 at approximately 8pm UTC.

These are minor releases to fix a security issue.

Following our policy at https://golang.org/security, this is the

pre-announcement of those releases.

They will be followed by a more significant 1.8.3 point release that will fix a number of issues.
