Emacs trying to read .dir-locals.el that doesn't exist

Hi,
Error reading dir-locals: (file-error "Opening input file" "Not a
directory"
"/home/all/alex_r/works/squashfs/build-distro-livestick.txt/.dir-locals.el")
I get this as well when there are no symlinks in the path.
GNU Emacs 25.2.1 (i686-pc-cygwin) of 2017-03-23
