Disable Email Signup via Setting or Env Variable?

Hi all, I'm looking to see if it's possible to disable e-mail signup through a setting or environment variable. I'm running GitLab Omnibus in a Docker container with LDAP integration. Right now I'm having to manually disable signups through the admin interface. I've tried setting manage_accounts['enable'] to false but no luck. I can query the database to disable email signups but looking for a more elegant solution. I'm currently deploying 8.17 but will upgrade soon to 9. Thanks!
