New Features Added to GeoTrellis: Local Stream and Windowed GeoTiff Reading

Hello Everyone,

I am happy to announce two new features that have been added to GeoTrellis: Local Stream and Windowed GeoTiff Reading. Now, you can read in large GeoTiffs locally without having to split up the file into chunks. In addition, if you're interested in only a certain region of a GeoTiff, you can now add in the Extent of that area when you read in a file. By doing so, only that region will be loaded.

These two features used in tandem can provide a faster and easier way to read in a section of a GeoTiff than what was available before.We hope that everyone will find great use in this expansion.

P.S Work is currently being done to expand these two features so that you can read GeoTiffs off of S3 in a similar manner.
