Attached please find the latest draft of the GeoPackage specification, and a list of the major changes since the version of April 28.

The sponsor of the GeoPackage specification has decided to transfer the venue of its further development to the OGC OWS-9 testbed http://www.opengeospatial.org/projects/initiatives/ows-9 to forestall any Intellectual Property Rights (IPR) issues that might prevent it from being a completely open and freely implementable specification by bringing it under the provisions of the OGC IPR policy described at http://www.opengeospatial.org/about/ipr. OGC members may apply for OWS-9 observer status at https://portal.opengeospatial.org/files/?artifact_id=48554 and join the https://lists.opengeospatial.org/mailman/listinfo/OWS-9-mobile mailing list where further GeoPackage specification discussions will be held.
